The Rehabilitation Services Administration (RSA) issues regulations to clarify, build upon or otherwise implement statutory requirements pertaining to certain programs under the Rehabilitation Act of 1973, as amended by WIOA. These "program regulations" establish requirements that grantees must follow, in addition to following applicable requirements in legislation. On August 19, 2016, the U.S. Departments of Labor and Education announced the publication of the WIOA final rules in the Federal Register:
